All of these are pickable without damage 95%+ of the time. The exception is properly installed Medeco / Mul-T-Lock high-security cylinders - rare on rentals because the per-cylinder cost is high - but if your property has them, we'll tell you on the phone what to expect.

By us - no, we don't report lockouts to PMs unless you ask us to. Some property managers have policies that ANY locksmith service requires PM authorization (common in luxury / managed communities); in those cases the PM has to be involved by definition.
